Tom assumed duties as the Westinghouse Vogtle Project Director in October 2018. The Project director is responsible for Construction and Design Authority Engineering support to the project, Certification and stamping of all ASME III systems, Procurement and installation of major equipment, and Initial Test Program/Operational support to the customer and the project. While assigned to the Vogtle Project construction, testing, and commercial operations were completed on Vogtle Unit 3 in July 2023. Commercial operations of Vogtle Unit 4 completed in April 2024.
From January 2016 to October 2018, Tom was assigned as the Commissioning, Startup, and Testing Director for the China AP1000 Projects at Sanmen and Haiyang. While assigned three of four units achieved Commercial Operations. This included successful completion of the Startup Testing program in record times with no Reactor Trips or safety feature actuations.
Prior to providing direct support to AP1000 projects, Tom was responsible for developing the AP1000 Initial Test Program, over 1000 Operating Procedures, AP1000 simulators, and conduct of Integrated System Validation for the AP1000.
Tom joined Westinghouse in December 2010, after serving 32 years as a U. S. Navy submarine officer. Among other duties, Tom served as the Commanding Officer of Virginia Tech NROTC, Director of Nuclear Officer Recruiting and Accessions, US Seventh Fleet Operations Officer, and Commanding Officer, USS LOS ANGELES (SSN688).
Tom has a Bachelor of Science degree in Chemistry from the United States Naval Academy and a Masters of Accounting Degree from Strayer University. He completed all training to support Command of a Nuclear Submarine, management of major projects and programs for the US Navy, and was certified as a Lean Six Sigma Black
