Cindy Rosales-Cooper is the Chief of the Emergency Preparedness Policy and Licensing Branch, Division of Preparedness and Response, Office of Nuclear Security and Incident Response, at the U.S. Nuclear Regulatory Commission (NRC). She directs the staff on multiple high-priority projects such the revisions to the NRC’s Emergency Preparedness (EP) rules under Executive Order 14300; EP licensing actions; EP equities under the Advance Act, including the EP Cornerstone of the Reactor Oversight Process; EP guidance for new and advanced reactor licensing, and coordination with the interagency, namely the Federal Emergency Management Agency.
Since joining the NRC, Ms. Rosales-Cooper has served as the Branch Chief for the Intelligence Liaison and Threat Analysis Branch in NSIR, the acting Branch Chief for the Workforce Management and Benefits Branch in the Office of the Chief Human Capital Officer, the Strategic Advisor for Global Engagement in the Office of Investigations, the Executive Technical Assistant for International and Research activities in the Office of the Executive Director for Operations, a Technical Assistant on the staff of former NRC Chairman Dale Klein, a Senior Technical Assistant for International Activities in the Office formerly known of New Reactors, and an International Relations Officer in the Office of International Programs.
Ms. Rosales-Cooper earned a Master of Public Affairs degree with a concentration in US Foreign Policy from the Lyndon B. Johnson School of Public Affairs at the University of Texas in Austin, Texas; a Bachelor of Arts degree in Political Science; and a Bachelor of Arts degree in History from the Nelson Mandela School of Public Policy at Southern University in Baton Rouge, Louisiana. Ms. Rosales-Cooper is a Certified Nuclear Safety and Security Professional and a graduate of the Brookings Executive Education: Women in Leadership Executive Management Series. Ms. Rosales-Cooper also obtained certificates from the Harvard T.H. Chan School of Public Health and the Harvard Kennedy School Executive Education Program.
