Scott Ferrara has dedicated his 35-year career to advancing nuclear technology, regulatory strategy, and operational safety across the full energy spectrum. His executive trajectory includes leading corporate strategy for early-stage nuclear developers, directing national laboratory research divisions, overseeing federal nuclear safety and spent fuel programs, and operating multiple reactors.
Executive Leadership & Commercialization: Most recently, Scott served as Chief Operations and Regulatory Officer for an early-stage nuclear technology developer. In this executive role, he provided end-to-end strategic oversight across corporate operations, regulatory engagements, and technical execution—driving the operational and regulatory deployment roadmap from test reactor development through commercial reactor fleet deployment strategy. Scott continues to advise industry leadership on reducing licensing timelines, mitigating regulatory risk, accelerating commercial deployment, and enhancing advanced reactor safety and security paradigms.
National Laboratory Leadership & Regulatory Policy: Prior to his corporate executive tenure, Scott led the Nuclear Safety and Regulatory Research Division at the Idaho National Laboratory (INL) and served as the Department of Energy (DOE) National Technical Area Lead for the Regulatory Development Program. In this role, he played a pivotal part during the onset of modern nuclear policy advancements and regulatory modernizations. As INL's subject matter expert (SME) for nuclear facility startup and restart, Scott established critical operational readiness standards across complex national nuclear facilities.
Federal Program Direction & Spent Fuel Oversight: Scott's public sector legacy includes distinguished service as a Federal Program Director and Federal Program Manager, where he managed spent nuclear fuel operations, facility safety, and commissioning. Notably, he led the successful license renewals for two of the DOE's Independent Spent Fuel Storage Installations (ISFSIs) and contributed directly to deep-space power production by supporting radioisotope thermoelectric generator (RTG) energy sources for deep space exploration.
Reactor Operations & Military Foundation: With hands-on operational management of more than six DOE and DOD nuclear reactors throughout his career, Scott possesses deep technical mastery of reactor physics, plant readiness, and high-consequence safety systems. His foundation in nuclear discipline began with six years of honorable service in the U.S. Navy Submarine Force aboard the fast-attack submarine USS Kamehameha (SSN-642).
