Jim Barstow

Constellation
Jim is the Director of Licensing in the Constellation's Corporate office supporting new nuclear licensing and regulatory affairs. In this role, he has responsibility for planning, development, and implementation of the licensing and regulatory affairs strategies, along with the direct interface with the Nuclear Regulatory Commission for Constellation Energy. Barstow recently returned to Constellation to fill this role as of December 2024.
Professional History
In 2019, Barstow assumed the role of Vice President, Nuclear Regulatory Affairs and Support Services for the Tennessee Valley Authority (TVA), working out of the Chattanooga fleet center office. He was the lead and responsible for the oversight of Nuclear Regulatory Affairs, Security, and Emergency Preparedness for the TVA nuclear fleet. Focused on the development of the regulatory affairs team with emphasis on Safety Culture improvements and improving the relationship with NRC counterparts, creating effective working relationships with regulatory agencies to proactively facilitate optimal regulatory outcomes.
Prior to leaving Constellation in 2019, Barstow was the Director of Fleet Licensing, responsible for the direct corporate governance and oversight of the Licensing and Regulatory Affairs organization which supports the issuance, revision, maintenance, and compliance with nuclear station licenses, permits, and supporting documentation.
Industry Leadership
Barstow has actively participated in industry working groups and steering committees such as the Regulatory Issues Working Group, Regulatory Issues Task Force and acted as Chairman of the NRC Region I Regional Utility Group for many years.
Education
Barstow is a graduate of Thomas Edison State University, with a Bachelor of Science degree in nuclear engineering technology. He also obtained a Senior Reactor Operator Certification while at Clinton Power Station.
