James R. Warden is the Director of the Office of Nuclear Energy, Safety and Security in the Bureau of Arms Control and Nonproliferation at the U.S. Department of State. Mr. Warden leads the State Department office responsible for U.S. Government policy on all bilateral and multilateral issues related to civil nuclear cooperation, nuclear export controls, safety, and security. He serves as the chief negotiator for U.S. agreements for peaceful nuclear cooperation, the Head of the U.S. Delegation to Nuclear Suppliers Group meetings, and as the Vice Chair and U.S. Head of Delegation to OECD Nuclear Energy Agency Steering Committee meetings. Mr. Warden has previously held positions at the Department of State focusing on international nuclear counterterrorism activities and promoting U.S. policy objectives at the International Atomic Energy Agency. He has served as a fellow in the Committee on Foreign Affairs in the U.S. House of Representatives, a Program Coordinator at Argonne National Laboratory, and as an Associate at the consulting firm of Booz Allen Hamilton. Mr. Warden graduated from Miami University with a Bachelor of Arts degree in Diplomacy & Foreign Affairs and received a Juris Doctor from the University of Toledo College of Law.
